Scotland Accelerates Heat Decarbonisation with 2045 Target to Support Net Zero

Welcome to Net Zero News, your daily briefing on the UK’s transition to a low‑carbon future.
Scotland has formally introduced legislation mandating the decarbonisation of heating systems in homes and buildings by 2045, reinforcing its ambition to reach net‑zero emissions while safeguarding fuel‑poor households. The new Bill includes provisions to expand district heat networks and establish minimum energy efficiency standards for both domestic and non‑domestic properties. Public sector buildings may also be required to connect to heat networks where available. The legislation is designed to balance the urgency of net‑zero delivery with fairness and affordability, particularly for rural and island communities. Importantly, the Bill remains technology‑neutral, allowing deployment of solutions ranging from heat pumps to bioenergy based on local suitability. As complementary measures, the government will introduce a Social Housing Net Zero Standard and reforms to Energy Performance Certificates. The Scottish Government is also pressing Westminster to rebalance electricity and gas pricing, making clean heating economically attractive to accelerate uptake.
What this means:
These proposals represent a critical step in aligning Scotland’s heating infrastructure with climate targets while protecting vulnerable populations. Mandatory heat network connections, energy efficiency standards, and support for diverse low‑carbon heating technologies will collectively drive decarbonisation. The inclusion of social housing standards and EPC reform suggests an integrated approach across building types. However, successful implementation will require streamlined regulatory frameworks, sustained funding, and effective incentives to ensure uptake in harder‑to‑reach areas. Scotland’s push for fairer utility pricing highlights the need for broader UK support in making cleaner heat not just sustainable but also affordable.
