UK Transport Sector Accelerates Toward Net Zero with Zero‑Emission Fleets and Infrastructure

The UK transport sector is witnessing significant strides this February 2026, powered by advancements in infrastructure, fleet electrification, and strategic policy development.
Major initiatives across England, Scotland and Wales are accelerating the shift to zero-emission heavy goods vehicles (eHGVs), creating a robust framework for low-carbon logistics.

In Scotland, the SCALE consortium Scotland Charging to Accelerate Logistics Electrification has launched a comprehensive project to support decarbonisation of HGV fleets. Backed by Transport Scotland and funded through a £2 million Market Readiness Fund, SCALE will deploy electric HGVs ranging from 7.5 to 44 tonnes across diverse real-world use cases. A key feature is a community-owned shared charging network, supporting both large and small fleets. The project will span food distribution, parcel deliveries to remote areas, and transportation of essential medical supplies.  Voltempo will lead delivery from its new Glasgow office, adjacent to planned HyperCharger sites launching in 2026   a critical blueprint for electric logistics infrastructure in Scotland.

Meanwhile, Wales is taking bold steps with the “Moving to Zero” programme. Launched in November 2025, this two-year initiative led by Zemo Partnership in collaboration with the Welsh Government is accelerating decarbonisation of commercial vehicles and supply chains. Minister Ken Skates emphasised the economic and operational benefits of cleaner fleets and efficient route planning, positioning Wales as a national leader in green logistics. Looking ahead on 25 February 2026, Zemo and the Welsh Government will host “Moving to Zero – West Wales,” focusing on hard-to-abate transport sectors such as industrial haulage, utilities fleets and ports. The event will explore zero-emission HGVs, fleet transition pathways, infrastructure planning, and green freight financing.

At the UK-wide level, freight decarbonisation is gaining momentum through the Electric Freightway project, which unites Hitachi Zero Carbon and Gridserve with major logistics operators including Amazon, Royal Mail, GXO and Wincanton. The initiative has already seen fleets surpass half a million zero-emission miles. Encouragingly, the report anticipates that total cost of ownership (TCO) for eHGVs could reach parity with diesel vehicles within five years setting a clear signal for fleet operators considering electrification.

Recent data further underscores the rapid growth in zero-emission truck adoption: Q3 2025 saw over a fourfold increase in registrations year-on-year, pushing the UK to become the second-largest market for zero-emission HGVs in Europe. Leading industry players Amazon, Royal Mail, Tarmac—are now receiving fleets of electric eActros trucks with 500 km range, enabling efficient middle-mile logistics between depots.

Turning to policy, the UK is reinforcing its strategic approach to transport decarbonisation. Zemo Partnership continues its vital role in shaping government policy. Through its Forum and Report, it has identified critical policy gaps the so-called “missing policies” to drive the net-zero transport transition. A “Map of Missing Policies” will soon be published following extensive stakeholder consultation and a parliamentary roundtable, providing decisive guidance for legislation and investment frameworks across the four nations.

What this means:
The confluence of real-world deployment projects, shared infrastructure innovations, and policy mapping is fostering a critical mass in UK transport decarbonisation. Scotland’s SCALE consortium and Wales’ Moving to Zero initiative are delivering electric HGV trials, supported by community charging networks and national funding. The Electric Freightway initiative proves eHGVs are not only viable but becoming cost-competitive. Meanwhile, surging zero‑emission HGV registrations reflect growing market momentum. Policy leadership from Zemo ensures these gains are underpinned by strategic frameworks that bridge policy gaps and unlock investment. These combined developments mark a turning point in UK transport’s journey to net zero.
