UK Fleet Operators Accelerate Net‑Zero Transport Transition

Recent reports underscore accelerating momentum in the UK’s shift to net‑zero transport, with significant progress across fleet electrification, public transport, policy development and infrastructure expansion.
Canon UK has completed the replacement of its diesel engineer vehicles, switching 72% of its fleet to fully electric Škoda Enyaq SUVs and the remaining 28% to mild‑hybrid Octavia estates, finalising the rollout in September 2025 after beginning in June.
In the logistics and corporate sectors, Marks & Spencer has introduced 85 zero‑ or low‑emission vehicles into its supply chain fleet as part of its Plan A net‑zero roadmap. This includes five battery‑electric HGVs operating between its distribution centre and stores across London and the South East, replacing equivalent diesel trucks. Meanwhile, Allianz UK has committed to transitioning its entire corporate car fleet to electric by the end of 2030, having already electrified more than a quarter of its fleet and placing 307 new EV orders accounting for 28% of its total fleet.
Public sector operations are also accelerating. National Highways placed a new order with Toyota for 18 Proace Electric vans and 40 bZ4X SUVs to further its goal of achieving net‑zero corporate emissions by 2030. It aims for all non‑traffic officer light vehicles to be electric by 2027.
Meanwhile, Scotland has launched a new £4m funding round under its Plugged‑in Communities Fund to support community transport services in acquiring zero‑emission vehicles and charging infrastructure. Since its 2021 launch, the fund has supported 49 operators in procuring 64 zero‑emission vehicles and is estimated to have saved around 8,000 tonnes of CO₂.
The market is responding with increased choice and uptake. Fleet Alliance reported that electric cars and hybrids reached a record 81% market share of its fleet orders in H1 2025. Battery‑electric vehicles alone represented 45% of purchases, while hybrids accounted for 36%. The pipeline indicates combined penetration could reach 83%.
Investment in charging infrastructure is also ramping up. Extra MSA plans to nearly quadruple its ultra‑rapid EV charging capacity from 60 to 234 350 kW chargers across its England sites by the end of 2026. Fleet electrification specialists Drax Electric Vehicles have opened a new warehouse and office in Coventry to support expanding EV infrastructure deployments, aiming to employ 120 staff and operate additional depots.
Policy foundations are being strengthened. Zemo Partnership, supported by the European Climate Foundation, hosted a forum to identify gaps in the UK’s road transport decarbonisation policies, with a ‘Map of Missing Policies’ report scheduled for June. The initiative seeks to align policy across energy, industry, planning, skills and finance to deliver a multi‑path approach to net‑zero transport.
However, challenges remain. A study by the Society of Motor Manufacturers and Traders highlighted that grid connection delays for depot charging systems can take up to 15 years potentially longer than the remaining years before the end of sale dates for non‑zero‑emission commercial vehicles calling for urgent reform of planning and grid access processes. Additionally, vehicle electrification specialist Bedeo has urged government recognition of retrofit solutions for large vans, calling for inclusion of range‑extender technologies in grant programmes and regulatory frameworks to ease the transition.
What this means:
Adoption of zero‑emission vehicles continues to gather pace across the UK, with notable action from private, corporate and public sectors. Infrastructure build‑out and policy innovation are stepping up to match fleet electrification. But to maintain momentum, persistent barriers such as depot charging delays and regulatory gaps must be addressed urgently. As the UK journeys toward net‑zero transport, coordinated action across stakeholders remains vital.
