UK Delays Warm Homes Plan as Retrofit Sector Faces Uncertainty

Welcome to Net Zero News, your daily briefing on the UK’s transition to a low-carbon future.

The long-awaited Warm Homes Plan, aimed at retrofitting hundreds of thousands of homes across the UK, has been postponed. Originally slated for release in late 2025, the publication has been delayed until January 2026. The delay follows an uplift in funding commitment from £13.2 billion to £15 billion highlighted in the recent Budget, yet the government has not provided full details of the plan. The Department for Energy Security and Net Zero (DESNZ) now confirms that the plan will be published in January 2026. This postponement raises growing anxiety among industry stakeholders, with concerns that uncertainty surrounding the timeline could undermine momentum in the retrofit sector. Experts warn that delays especially as the existing ECO4 scheme ends in March 2026 may put as many as 10,000 skilled jobs at risk and leave households vulnerable to fuel poverty.

What This Means:
Delaying the Warm Homes Plan adds more uncertainty to the retrofit sector at a critical moment. With no clear path beyond ECO4, industry professionals lack confidence to invest in workforce and infrastructure. The hiatus also risks deepening fuel poverty as vulnerable households wait longer for essential energy efficiency improvements. Prompt publication with clear replacement schemes and priority funding for low‑income households remains essential.
