Scotland Leads Retrofit Revolution with Rural Homes Upgrade and Procurement Shake‑Up

Scotland has unveiled two significant retrofit developments that mark a new milestone in the nation’s net‑zero built environment efforts. Ayrshire Housing’s rural retrofit project and a powerful public sector retrofit framework are now set to accelerate energy efficiency improvements and decarbonisation across the region.

Ayrshire Housing has secured a £256,000 grant from the Scottish Government’s Net Zero Heat Fund to upgrade 17 properties in the rural villages of Crosshill and Barr. These homes will receive enhanced insulation, including cavity wall and loft insulation, triple‑glazed windows and insulated doors. All nine properties in Crosshill will additionally benefit from air source heat pumps, solar panels and battery storage. The upgraded properties are expected to see improved comfort, bill reductions for tenants, and valuable monitoring data to inform future investments. The total investment surpasses £500,000, demonstrating a substantial commitment to rural housing decarbonisation and net‑zero goals. Lesley‑Anne Junner, Chief Executive of Ayrshire Housing, emphasised the project’s role in meeting Scotland’s 2045 net‑zero emissions target while serving its most vulnerable and hard‑to‑reach communities.

In tandem, the Scottish Procurement Alliance has launched its largest‑ever Retrofit and Decarbonisation framework valued at £120 million. This initiative is designed to support comprehensive energy upgrades across Scotland’s public sector buildings, including schools, hospitals, and social housing. The framework also aims to address Scotland’s green skills shortage and stimulate economic opportunities for organisations of all sizes.

Procast Group, a principal contractor, has been awarded multiple lots including 17 out of 23 on the SPA’s N9 framework. The firm will deliver retrofit solutions such as heating system replacements, solar PV installations, EV charging infrastructure, and a range of insulation measures across organisations throughout Scotland. This spans local authorities, housing associations, schools, and more, positioning Procast as a key delivery partner for Scotland’s public sector retrofit agenda.

These two developments targeted rural home upgrades and a robust national retrofit framework reflect a dual‑track strategy. The first demonstrates how targeted investments can deliver net‑zero benefits in remote communities, while the second illustrates how system‑wide frameworks and procurement can deliver large‑scale infrastructure decarbonisation.

What This Means:
The Ayrshire Housing project underscores the importance of prioritising retrofit in rural areas, where energy inefficiency is often most pronounced. By combining insulation, heat pumps, solar and battery systems, the project sets a precedent for comprehensive, tenant‑focused upgrades.
