Net-Zero Funding Boost as One in Three New UK Cars Are EVs

Welcome to Net Zero News,
where we bring you the latest developments driving the UK’s transition to a net-zero future. In a significant step towards the UK’s clean transport goals, battery electric cars accounted for 32.7% of new car registrations in December 2025, matching the 2026 zero-emission vehicle (ZEV) mandate target a month ahead of schedule.
Net Zero News can reveal that more than 46,000 new electric vehicles were registered in the final month of the year, helping to close out 2025 as a record year for EV uptake. Data from industry analysts New AutoMotive shows this surge pushed battery electric vehicles (BEVs) past a third of all new cars sold in the UK, underlining a marked shift away from internal-combustion models.
The ZEV mandate, introduced by the Department for Transport, requires manufacturers to ensure an increasing share of their new car sales are zero-emission each year. By achieving 32.7% in December, the industry has effectively met the requirement set for January 2026. This comes as part of the wider UK net-zero strategy, which aims to eliminate tailpipe emissions from new passenger cars by 2030 and from vans by 2035.
Electric vehicle registrations have accelerated over the last two years, driven by falling battery costs, growing model availability and strengthening public charging networks. Consumers are responding to a broader range of affordable electric models, and businesses are expanding fleets of vans and cars to cut carbon footprints and operating costs. Net Zero News understands this forms part of a sustained momentum that industry bodies describe as crucial for meeting the UK’s interim carbon budgets.
This early achievement of the 2026 target matters for several reasons. First, it demonstrates that the market can adapt quicker than anticipated, easing pressure on regulators to delay future milestones. Second, it signals to investors and manufacturers that the UK market is both receptive to and capable of absorbing new zero-emission offerings. Finally, the shift helps reduce emissions in the transport sector, which remains the largest emitter of greenhouse gases in the UK.
By maintaining this trajectory, the UK stands to cut millions of tonnes of CO₂ by 2030 compared with a business-as-usual scenario. The surge in EV sales also supports the Government’s commitment to stimulate green jobs in battery manufacturing, vehicle assembly and infrastructure development. Net Zero News understands that employment in these areas is expected to rise in line with continued uptake.
Net Zero News can reveal that the key data source for this analysis is New AutoMotive, which compiles registration figures from the Driver and Vehicle Licensing Agency. While no specific funding streams were disclosed as part of the report, the Government’s broader pro-EV incentives—such as grants for home chargers—have underpinned consumer confidence and uptake.
This development comes against the backdrop of the UK’s Ten Point Plan for a Green Industrial Revolution and the Transport Decarbonisation Plan, which set out measures to accelerate zero-emission vehicle deployment, expand charging infrastructure and stimulate innovation in battery technology. The early fulfilment of the ZEV mandate target underscores the importance of clear, long-term regulatory frameworks in steering market behaviour.
Communities across the UK are beginning to see the impact of rising EV numbers, with local authorities investing in charging hubs and planning guidance adapting to include chargepoints in new developments. The challenge now is to ensure rural and urban areas alike have reliable and accessible networks, and that the electricity grid can meet increased demand without compromising reliability or carbon intensity.
Looking ahead, all eyes will be on the January 2026 reporting period, which will confirm whether manufacturers can sustain or even improve upon December’s performance. Net Zero News understands this forms part of a broader evaluation that will shape UK transport policy and industry expectations through the rest of the decade.
