Lewisham’s Retrofit Blitz: £16m to Transform 800 Council Homes

Lewisham Council has secured a £7.1 million grant from the Government’s Warm Homes: Social Housing Fund to retrofit up to 800 of its council homes, part of a broader £1.29 billion programme aimed at improving social housing energy efficiency across the UK. The local authority is complementing this with an additional £9.1 million from its own capital budget, bringing the total investment to over £16 million.

This retrofit push is focused on homes that currently present challenges in terms of comfort and energy performance. Upgrades will include enhanced insulation, improved heating systems, better ventilation, and moisture-reduction measures, aiming to tackle issues such as dampness and cold indoor environments  The borough anticipates that these changes will reduce energy bills, improve residents’ health and wellbeing, and significantly cut carbon emissions.

In parallel, Lewisham Council has adopted a comprehensive Housing Retrofit Strategy. With an estimated cost of £3.2 billion to fully retrofit all homes in the borough, the strategy takes a stepped approach  prioritising the least energy‑efficient properties first and demonstrating impact through innovation and partnerships.

Mayor Brenda Dacres highlighted the council’s longstanding commitment to climate action, dating back to one of the first climate emergency declarations, and emphasised how the retrofit programme will make homes warmer, healthier, and more affordable to heat. Councilor Will Cooper added that the funding is a much‑needed lifeline amid rising costs and energy demands, and that the combination of government grant and council match-funding demonstrates a powerful lever for delivering retrofit at scale.

The funding injection and accompanying strategy position Lewisham as a leadership example in social housing decarbonisation. With over £16 million committed, 800 homes benefitting, and a long-term retrofit roadmap in place, the council is not only tackling energy inefficiency and fuel poverty but also embedding retrofit within its broader climate commitments. This model illustrates how local authorities can leverage national grants alongside local investment to deliver impactful, equity-focused net‑zero outcomes offering a replicable template for councils across the UK.
