Groundbreaking Retrofit Innovations and Net‑Zero New Builds Drive Built Environment Forward

Recent developments in the UK built environment sector showcase a combination of retrofit success stories and forward‑looking strategies for low‑carbon new build homes, offering tangible models for scaling up action.

One standout project is the SHDF Wave 2 retrofit programme delivered by Abri in partnership with Low Carbon Exchange. This resident‑driven initiative transformed over 150 homes using a fabric‑first approach, advancing Energy Performance Certificate (EPC) ratings from D or C to an average of B. Some residents saw energy bills drop by nearly 50%, enhancing comfort and well‑being. The delivery model included rigorous post‑upgrade evaluation, strong community engagement, and development of in‑house skills, demonstrating both environmental and social benefits while using 100% of available funding.

In a separate retrofit success, Birmingham City Council’s Social Housing Decarbonisation Fund programme delivered with Equans upgraded more than 300 properties. All achieved at least EPC C and many reached EPC A. The scheme installed Switchee smart monitoring systems, yielding significant improvements in indoor air quality, temperature control and humidity, as well as positive resident feedback on energy savings and comfort.

In Walsall, an innovative retrofit engagement project framed around Hillary Primary School has identified hard‑to‑treat homes within a highly deprived community. Delivered by Walsall Council and Achieve Your Goals, the school has been used to connect with families and direct them to grant‑supported retrofit work. This approach has so far delivered £1.5 million in upgrades and generated £78,500 in energy savings.

Alongside retrofit impacts, the Future Homes Hub is accelerating decarbonisation of new-build housing. It has published a landmark Whole Life Carbon Benchmarking Study based on 48 detailed assessments from 17 industry partners, enabling evidence‑based tracking of embodied carbon performance in new low‑rise homes.

The Hub’s New Homes Sector Net Zero Transition Plan outlines a sector‑wide framework aligned with national carbon budgets and housing delivery targets, categorising emissions into operational carbon, construction processes, materials, and other sources. It identifies nine reduction levers—from the Future Homes Standard to low‑embodied carbon design and materials. The initial plan was launched in April 2025, with a refresh scheduled for 2026.

Meanwhile, guidance to integrate biodiversity in new builds has expanded under the Hub’s ‘‘Homes for Nature’’ initiative. A new appendix now includes apartments, offering practical measures such as nest bricks, hedgehog highways, pollinator planting and sustainable drainage with nature‑led design. With 28 homebuilders signed up, the initiative is set to deliver at least 300,000 nest bricks by 2030, supporting wildlife in urban developments.

These developments collectively illustrate coordinated progress across retrofit delivery and new build decarbonisation. Retrofit programmes demonstrate how community‑centred delivery, efficient use of funding and monitoring technologies can drastically improve energy efficiency, lower bills and enhance quality of life. At the same time, the transformation of the new homes sector is grounded in robust data, regulatory alignment and nature‑inclusive design strategies.

What this means:
These projects underscore that deep retrofit at scale is possible and beneficial when rooted in resident engagement, strong governance, and consistent evaluation. Equally, new‑build strategy is now oriented toward life‑cycle emissions, collaboration across the sector and embedding nature in development. Together, these approaches point to a more sustainable, resilient and equitable built environment.
