New Nuclear Taskforce Leader Appointed in the UK

In a significant move towards revitalising the UK’s nuclear power sector, John Fingleton CBE has been appointed as the lead for the Prime Minister’s Nuclear Regulatory Taskforce. This initiative aims to expedite the construction of new nuclear plants, marking a pivotal step in the government’s ambitious vision for a ‘nuclear renaissance’ as outlined in its Plan for Change.

The appointment of Fingleton signals a commitment to overhauling a planning system that has, for too long, impeded the progress of new nuclear developments. The independent taskforce will focus on enhancing nuclear regulation to better incentivise investment, allowing for the more rapid and cost-effective delivery of new projects. Additionally, the group aims to simplify regulatory processes and eliminate duplicative efforts, all while maintaining rigorous safety and security standards.

This initiative follows a reform package introduced by the Prime Minister in January, which included pivotal changes such as the removal of a predetermined list of eight nuclear sites, allowing for new developments across England and Wales. Furthermore, the expiry date on nuclear planning applications has been eliminated, ensuring that projects can be planned with a long-term vision without the fear of expiring permits.

Energy Secretary Ed Miliband commented:

“Our Plan for Change and clean energy mission means it is time to build, build, build – it is time for a nuclear renaissance in this country, and that can only happen if we move further and faster to break down the barriers.”

He further stated, “John is equipped with the right experience to drive this review with the urgency required to deliver on our nuclear ambitions.”

Nuclear Regulation Taskforce lead John Fingleton CBE stated:

“I am very pleased to lead this important work to improve how the UK delivers new nuclear capacity.”

Fingleton added, “I will work closely with businesses, regulators, and other stakeholders to identify how regulation can better enable and incentivise investment in this area. New nuclear power is essential to deliver greater productivity growth for the UK economy and greater prosperity for workers and consumers across the UK. The taskforce will work hard to ensure that we can achieve those goals.”

Currently, Britain ranks as one of the world’s most expensive nations for constructing nuclear power facilities. The taskforce’s agenda includes strategies for accelerating the approval process of new reactor designs and streamlining interactions between developers and regulators, ensuring that the UK can compete more effectively on the global stage.

The recommendations generated by this taskforce will encompass both civil and defence nuclear sectors, aiming to reinforce energy security while also bolstering national security and unlocking economic growth. This dual focus is crucial as the UK seeks to maintain its commitment to a robust nuclear deterrent through its Defence Nuclear Enterprise.

Additionally, the taskforce will explore opportunities for better international alignment, allowing for reactor designs that have received approval overseas to be fast-tracked for use in the UK. This approach aims to minimise costly modifications that can arise when adapting foreign designs to meet local regulations.

This initiative is a cornerstone of the government’s broader strategy to stimulate growth, building upon the Prime Minister’s earlier pledges to reform legal challenges that can hinder major infrastructure projects, including nuclear developments. Notably, the Sizewell C project has faced increased legal costs and uncertainties due to local activism, which the government is keen to address.

Since July, the government has reaffirmed its commitment to advancing new nuclear projects, including the recent allocation of an additional £2.7 billion to the Sizewell C initiative. This investment underscores the importance placed on nuclear power as a critical component of the UK’s energy future.

Meanwhile, Great British Nuclear continues to make strides in its small modular reactor competition, with contract negotiations currently in progress. This pursuit of innovative nuclear technology is essential as the UK aims for a diverse and sustainable energy mix that can meet the demands of a changing climate.
