Report Urges Local Leaders to Empower Rail Service Transformation

Mayors and devolved authorities are set to play a crucial role in shaping the future of local rail services, as highlighted in a new report advocating for their involvement in the forthcoming Rail Reform Bill. The report, titled ‘Harnessing the opportunity of our local railways’, emphasises the importance of ensuring that rail services align with local plans for growth, housing, skills, and the environment.

Developed by the Urban Transport Group in collaboration with its network of transport authorities and rail stakeholders, the report comes in the wake of the Government’s consultation on rail reform and the upcoming Rail Reform Bill. It coincides with the 200th anniversary of the first passenger rail service in England, marking a significant milestone in the history of rail transport.

The report puts forward key foundations and recommendations that aim to empower Mayors and devolved authorities to play a more significant role in the delivery of local rail services. This includes advocating for a duty for GBR to collaborate with devolved authorities to ensure that local rail plans align with and support the achievement of local growth objectives.

Furthermore, the report delves into essential areas where Mayors and devolved authorities should have influence, such as timetabling, fares, ticketing, and stations. It underscores the need for a comprehensive and integrated approach to local rail services, with a focus on enhancing passenger experience and supporting local economies.

Jason Prince, Director of the Urban Transport Group, highlighted the unique opportunity to reimagine the role of railways in local transport networks. He emphasised the importance of devolving powers and funding to local leaders and authorities, where it can lead to improved outcomes for communities and taxpayers.

“If our railways are to contribute to the Government’s Plan for Change and drive local economic growth, it is imperative that devolved leaders take the lead in ensuring that passengers and businesses are at the forefront of local rail service plans,” said Prince.

As we look towards a more sustainable and integrated transportation system, the involvement of Mayors and devolved authorities in shaping local rail services will be instrumental in achieving our collective goals for a greener and more connected future.
