TPAS Scotland announces new structure and hires.
TPAS Scotland has recently announced a fresh organisational structure designed to enhance financial stability and cater to the evolving needs of its members. The goal is to transform into a more contemporary, adaptable, and responsive entity.
The new structure outlines a reduction in permanent staff members to just two, with other roles being undertaken by ‘TPAS Scotland associates’ who operate as contractors.
Jacqueline Norwood, who took on the role of interim chief executive in August 2023, will serve as the executive director until March 2026. At that point, the organisation will appoint a permanent leader.
Several changes have also been made to titles, roles, and responsibilities for permanent staff members.
Elaine Scoular’s title has been updated from operations director to director of corporate services to better reflect her duties. Her areas of responsibility, which include governance, finance, and overseeing TPAS Scotland’s annual conference, will remain the same.
Former development and delivery manager, Eveline Armour, has taken on the position of head of engagement. This new role replaces both the development and delivery manager roles, with Eveline now overseeing engagement activities, membership initiatives, and the organisation’s Housing Professionals’ Conference.
Joining the core team alongside the executive director, director of corporate services, and head of engagement is Stacey Johnston as the creative associate. Stacey’s responsibilities include managing social media, facilitating forums, and developing and delivering learning sessions. Additionally, both Eveline and Stacey will be involved in delivering and supporting the organisation’s Tenant Participation Certificate.
There have been adjustments to various associate positions as well. For instance, Tony Kelly has transitioned into an engagement associate role focusing on tenant participation and engagement work.
Kirsten Walker, who previously served as the communications manager at the Scottish Federation of Housing Associations (SFHA), has been appointed as the marketing associate. She will be responsible for garnering positive news coverage for TPAS Scotland, creating event marketing materials, amplifying tenants’ voices, and producing content for the organisation’s monthly newsletter.
Furthermore, management and housing expert, Carolynn Malone, has joined as an associate and will be involved in multiple organisational areas.
Debs Allan, formerly the member solutions manager at SFHA, will also take on an associate role to review the TPAS Scotland accreditation scheme and offer support for commissions and tenders.
Lesley Baird and Helen Barton are expected to stay on as associates until the year’s end, providing support for the Tenant Participation Certificate and the accreditation scheme.
