Moray Council Seeks Input on Updated Developer Obligation Guidance
Moray Council is currently inviting public feedback on its revised Developer Obligation Supplementary Guidance. Developer obligations refer to the financial contributions that developers are required to make to offset any negative impacts their projects may have on public services such as schools, healthcare facilities, and transportation infrastructure. These contributions are essential to ensure that existing infrastructure can cope with the demands of new developments effectively.
The review of the Supplementary Guidance specifically focuses on updating the rates for current mitigation measures and the procedures concerning Education, Healthcare, Transportation, and Sports. Additionally, provision has been made for contributions towards Community and Recreational Facilities, Renewable Energy Developments, Public Realm, Public Art, City and Town Centres.
Those interested in accessing the full updated guidance can find it online. Hard copies are also available for viewing at Moray Council Access Points and all Moray Council Public Libraries during their regular opening hours.
Following the consultation period, a summary of the feedback received and the corresponding responses will be presented to a future meeting of the Planning & Regulatory Services Committee. The final supplementary guidance will be deliberated upon for approval during this session.
Expressing the importance of this review, Chair of the Planning and Regulatory Services Committee, Cllr David Gordon, emphasised, “The current Developer Obligation has been in effect since 2020. This review aims to provide developers with clear guidance to safeguard our towns’ infrastructure against the strain caused by increased housing developments. I urge everyone to participate and contribute their views on the updated supplementary guidance to ensure its effectiveness.”
