Call for clearer infrastructure standards from Government

The National Infrastructure Commission has recently published a report urging the UK government to establish clearer resilience standards for protecting critical infrastructure from climate-related damage and disruptions caused by extreme weather events.

This report emphasises the need for infrastructure operators to meet specific resilience standards to ensure that vital networks and services remain operational during sudden shocks and emergencies. The evolving impacts of climate change and increased reliance on digital technologies have amplified the risk of extended service disruptions in the UK.

Establishing mandatory standards for operators to adhere to will not only provide the public with a clearer understanding of what to expect during emergencies but will also enable operators to plan and invest effectively for potential future challenges.

The report delves into an analysis of current resilience standards within various sectors, including energy, digital, transport, and water services, outlining the key areas where the government must place its focus.

Professor Jim Hall, National Infrastructure Commissioner, highlighted the importance of setting expectations for infrastructure operators amidst the increasing threats to resilience. He stated, “With substantial investments expected over the next two decades in developing new infrastructure for a greener and more productive economy, it is imperative for the government to articulate its expectations from operators in the face of escalating resilience risks.”

Professor Hall further added, “Neglecting to do so will come at a higher cost in the long term, as emergency measures will need to be implemented at an escalated expense to address service failures that could have been prevented through strategic investments.”

He continued, “While it may not be feasible for every service to remain 100% reliable during significant system shocks, it is crucial for us to have clear expectations about the performance of different utilities in extreme circumstances. This clarity will enable individuals and impacted infrastructure sectors to plan and prepare for various scenarios.”

If the government acts upon the recommendations of the report and enforces clear resilience standards for infrastructure operators, it will pave the way for a more resilient and sustainable infrastructure network in the UK.
