Local councils granted increased authority.

Exciting developments are underway in Scotland as new legislation has been passed to empower local authorities to enhance reuse and recycling rates, the Scottish Government has confirmed. This significant step forward will not only give local authorities increased control over reuse and recycling rates but also support the modernisation and enhancement of waste and recycling services.
The Circular Economy Bill will grant authorities and ministers with various powers aimed at revolutionising the recycling landscape in Scotland. These powers include setting local recycling targets, inspired by the successful initiatives in Wales which boasts the highest recycling rate in the United Kingdom. Moreover, the bill will enable the measurement of progress in economic transformation by introducing statutory targets for the implementation of a circular economy. Additionally, it will restrict the disposal of unsold consumer goods to prevent quality products from ending up in landfill, while also promoting the transition to reusable items by introducing charges on single-use options. Furthermore, local authorities will receive enhanced enforcement powers to combat issues such as fly tipping and littering from vehicles.
To ensure the successful implementation of the Circular Economy Bill, support and investment will be provided to complement the £70 million already invested through the Recycling Improvement Fund. Gillian Martin, Scotland’s Minister for Climate Action, highlighted the vast opportunities presented by an economy where reuse and recycling are the default choices for households, businesses, and the public sector.
“There are huge opportunities in having an economy which makes reuse and recycling the default choice for Scottish households, businesses and the public sector,” said Gillian Martin. “We have already seen businesses creating jobs by turning what we might otherwise throw away into valuable new products and services. The measures in the Circular Economy Bill will give local councils and the Scottish Government the powers needed to support the sustainable use of resources and cut greenhouse gas emissions. For people to do the right thing for the planet, it is crucial that everyone experiences a modern, easy to use waste service. We will continue to work with local authorities and householders to co-design how these powers are implemented to take account of different circumstances and needs on our journey towards a truly circular economy.”
This progressive legislation marks a significant step towards achieving a more sustainable and environmentally conscious approach to waste management in Scotland.
