UK: Labour proposes voluntary rent increase option.

The Labour Party’s latest proposal to allow renters in England to bid “voluntarily” above let prices on properties has stirred up a debate among experts and the public. While this move aims to give tenants more control over their rental costs, concerns have been raised about the potential negative impact on rental prices.

Sir Keir Starmer, the Labour Party leader, announced plans to introduce legislation to prevent landlords from instigating bidding wars among tenants. During a visit to a housing site, he emphasised the need to stop these bidding wars that often lead to skyrocketing rental prices.

Shadow health secretary Wes Streeting supported the initiative by stating that Labour would mandate landlords to advertise rental prices clearly, ensuring transparency and fairness in the rental market. However, a senior Labour official clarified that renters would be allowed to choose to bid above the advertised price voluntarily.

This approach, loosely based on New Zealand’s 2021 policies, prohibits landlords from encouraging bidding but permits renters to offer higher prices at their discretion. While some view this as a positive step towards empowering tenants, others see it as a potential loophole that could exacerbate rental price inflation.

Experts point to the experience in New Zealand, where average rents have continued to rise at a faster rate after the implementation of similar policies. Lucian Cook, head of residential research at Savills, noted that the competitive bidding environment in the rental market is a result of the shortage of private sector housing stock and may not be influenced significantly by policies restricting or allowing bidding.

As discussions around these proposals continue, it remains to be seen how the rental market dynamics in England will evolve in response to these potential changes. The balance between empowering renters and ensuring a stable rental market will be crucial in shaping the future of the housing sector.
