Property industry demands gov’t boost Scotland investor confidence

The Scottish property industry is calling out for clarity from the Scottish Government to bolster investment in Scotland’s built environment. Members and stakeholders of the Scottish Property Federation convened in Glasgow yesterday for the SPF Annual Conference to deliberate on crucial industry matters such as enhancing housing supply and decarbonising Scotland’s buildings.

A focal point of discussion at the conference was the recently unveiled Scottish Housing Bill, which has raised concerns among delegates regarding the potential impact of rent controls on investment in new homes for rent, amounting to over £2.5 billion. The detrimental effects on employment opportunities and broader economic gains that the contemporary Build-to-Rent sector offers to our communities were underscored.

Industry experts cautioned that the current draft of the bill lacks transparency on the forthcoming rent control system, leading to a significant portion of institutional investors bypassing Scotland for fresh investments in purpose-built rental properties.

Addressing the attendees, SPF chair Maria Francké voiced her concerns, stating, “Ambiguity surrounding rent control policies has severely hampered the future supply of Build-to-Rent homes in Scotland. This not only affects the delivery and progression of new privately rented homes but also diminishes investor and developer confidence in other sectors.”

Additionally, the conference introduced Jonathan Guthrie of Robertson Group as the upcoming vice-chair of the Scottish Property Federation. Starting in June 2025, Jonathan is set to succeed Stuart Oag of Drum Property Group, who will assume the role of SPF chair following Maria Francké’s tenure.

The event, which saw the participation of around 250 investors and property experts, featured speeches from various political and industry figures, including Scottish Labour’s Business Spokesperson Daniel Johnson MSP, Scottish Housing Minister Paul McLennan MSP, Minister for Zero Carbon Buildings, Active Travel and Tenants’ Rights Patrick Harvie MSP, Leader of Dundee City Council Councillor John Alexander, and Scotland Office Minister John Lamont MP.
